Regulatory impact assessment of draft regulatory legal acts (hereinafter – RIA) is carried out in order to identify provisions that introduce excessive obligations, prohibitions and restrictions for business and other economic activities or contribute to their introduction, as well as provisions that lead to unreasonable expenses for business and other economic activities and the republican budget of the Kabardino-Balkarian Republic.

The need to implement regulatory impact assessment procedures at the regional level is outlined in Decree of the President of the Russian Federation No. 601 dated May 7, 2012 "On the Main Directions for Improving the Public Administration System" and is normatively enshrined in Article 53 of Federal Law No. 414-FZ dated December 21, 2021 "On General Principles of Organization of Public Authority in the Subjects of the Russian Federation" and Article 52 of Federal Law No. 33-FZ dated March 20, 2025 "On General Principles of Organization of Local Self-Government in the Unified System of Public Authority". The Ministry of Economic Development of the Kabardino-Balkarian Republic has been designated as the body responsible for the implementation and development of the RIA institution on the territory of the Kabardino-Balkarian Republic.
